Responsibilities for this position may include but are not limited to:

OE/HES

  • Verifies the Hazard identification and Risk Assessment submitted by contractors and ensuring the risks are mitigated before approving the work permits
  • Performs the MOC processes
  • Ensures that statutory compliance is adhered to for the HES operational requirements for the Terminal during the daily activity.
  • Conducts proper Incident investigation and reporting to the IMPACT-ERM system
  • Conducts regularly checks/audits and testing of the Electrical / Instrument Equipment, Pumps, Jetties Facilities, TTLR Equipment, Terminal Fire-Fighting Equipment and fire alarm system
  • Assists Engineers in the contractor management.


Terminal Maintenance Operations:


Leading a team of Lead Operator, Operators and Contractors during a non-shift work day to ensure an incident free Maintenance activity at the terminal by leading a team to perform the following activities:
  • Manages and stewards Total Plant Maintenance Contractors and 3rd party contractors in the planning and execution of the daily maintenance and equipment repair activities. This includes planning for operational equipment to be made available for maintenance works
  • Provides operational support to the engineering team during commissioning and testing works for equipment repair works
  • Actively participates in the stewardship of the key contracting partners along with the engineers for contractor management processes such as CHESM
  • Accountable for the management of the critical equipment spare part inventory system for the terminal equipment. To work together with the engineers to ensure a healthy level of critical spares are maintained at all times.
  • Ensures safe maintenance procedures are available and executed by the contractors at all times
  • Conducts regular inspections of equipment and systems to evaluate the effectiveness of repairs and proposed improvement methods
  • Responsible in stewarding all contractors carry out their work in accordance to Chevron MSWP and all applicable Chevron processes. This includes ownership of the LOTO and HOTO process for all maintenance and repair works
  • Provides field supervision of contractors for all activities, especially for high risk activities such as Work at Height, Confined Space, Lifting Operations, excavation Hot work and Electrical works
  • Responsible for the effective management of the work order system. This includes conducting first line check and evaluation of prioritization of the work orders
  • Carry out minor repairs and first response to emergency breakdowns and perform electrical and instrumentation trouble shooting
  • Manages the inspection and validity period for the list of equipment are subjected to statutory inspection. This includes critical equipment such as Tank Gauging tape, Hydrometer and TP7 equipment calibration validity
  • Responsible for Daily Work Permit issuing which includes performing Confined Space Assessor duty


Contractors and Drivers Supervision:
  • Monitors the work activities and performance of contractors to ensure compliance to ensure they comply with the Safe Work Practices


Waste & Environmental Pollution Management:
  • Ensuring the toxic and hazardous solid and liquid wastes are not released into the environment and to properly collect and stored at the designated area.  Supervised the disposal of such waste accordingly to the stipulated work Instruction


Stakeholders Engagement:
  • Liaises with Engineers and internal & external stakeholders with regard to processes are carried out accordingly and compiled with government regulations


Leadership Accountability:
  • Provides coaching and leadership to the Rotating Maintenance Lead Operators, Operators and contractors in developing in their OE/HES and Terminal Maintenance Activities competency & fluency in the OE culture
  • Ensures fraud is prevented through being vigilant and report to immediate supervisor or calling the company hotline if frauds are discovered


Training & Development:
  • Participates in all trainings designated for the position. Develops fluency and competency by continuously applying learning knowledge to improve work skills
  • Conducts training and lesson sharing of equipment breakdown for the operations team in the capacity as a team lead for maintenance operations


Others:
  • Performs any other duties as assigned by Terminal Manager/Operations Supervisor, e.g. Adhoc project management
Required Qualifications:
  • Minimum Technical Diploma in Electrical/Instrumentation discipline
  • Minimum 5-7 years hand-on experience as Electrical/Mechanical Technician
  • Preferably with 2-3 years supervisory experience
  • Possess the LEW certification, Electrical Technician License. Additional qualification in Confined Space Assessor and Work At Height Supervisor/Assessor is preferred
  • Strong electrical and Instrumentation background in an Oil and Gas or Chemical Industries including experience with DCS and process controls
  • Strong computer skills with proficiency in Microsoft Office, Word, Excel, Outlook, etc.
  • Strong Health, Safety and Environment Culture
  • Strong communication skills, leadership skills, and the ability to work overtime as required.
  • Strong problem-solving skills
  • High attention to details
  • Must be willing to work on alternate weekends
  • Must be willing to attend to adhoc call up during non-working hours to trouble shoot for equipment breakdowns when required
